You definitely need rules of some sort, because I kind of think it's funnier when arms are showing (see, e.g., blue M&M face, which is hilariously lounging). After all, it is Face Replaced and not Face and Arms replaced I think the real challenge is to SHOW your arms and make them look like they're doing something OTHER than holding up the thing in front of your head.
